JVSG Core Courses

The following is the training required of DVOP specialists and LVERs within their first 18 months on the job. The courses are organized in their recommended completion order.

DOL VETS Courses (Federal Staff Only)

Advanced Grants Management

Duration: 4.5 days for completion

Delivery Method: Classroom

Audience: Federal VETS Staff

This course should follow basic grants management training. It is focused on managing the Jobs for Veterans State Grants (JVSG) for the Federal staff. The course allows hands-on practice in analyzing and writing quarterly reports, grant modifications, and reviews of the audit process and the various VPLs and DM’s that are relevant to managing the grant.

Uniformed Services Employment and Re-Employment Rights Act (USERRA) Investigators

Duration: 8.5 days for completion

Delivery Method: Classroom

Audience: Federal VETS Staff

The USERRA Investigators course combines distance education in the prerequisite courses with classroom instruction for this eight and a half day course. This course focuses on a standardized process for case processing, analyzing case files and developing case investigative plans, along with topics such as subpoena authority and providing technical assistance. The course improves staff competency in USERRA knowledge and how to process a claim. The investigator focuses on skill application of various interviewing techniques and methods utilizing case examples. Techniques for encouraging early resolution and enhancing the quality of case processing are emphasized.

USERRA Investigators Online

Duration: <20 hours for completion

Delivery Method: Online

Audience: Federal VETS Staff

The Investigators Online course is an online cohort designed as a prerequisite to USERRA Investigators and is for VETS staff who process USERRA investigations. This course is split into three areas. Potential liability, Communication and Case File Evidence Evaluation. The course will provide information on liability of investigators when conducting USERRA investigations, the use of written communication and investigative writing to produce documentation relevant to USERRA case processing, and critical thinking skills and knowledge as it relates to the Federal Rules of Evidence.

Veterans’ Employment Opportunities Act (VEOA) of 1998 and USERRA Discrimination

Duration: 3.5 days for completion

Delivery Method: Classroom

Audience: Federal VETS Staff

This course covers the Veterans’ Employment Opportunities Act, Veterans’ Preference and Uniformed Services Employment and Reemployment Rights Act, and USERRA to present preference in hiring for veterans within the federal government. The course focuses on the federal hiring process and how preference for federal employment is applied. It also provides a standardized process for case processing, analyzing case files and developing case investigative plans. The course improves staff competency in VEOA/VP knowledge and how to process a claim.

VETS Investigator Training Advanced Learning (VITAL)

Duration: <10 hours for completion

Delivery Method: Self-Paced eLearning

Audience: Federal VETS Staff

This self-paced course is a prerequisite for USERRA Investigators. Topic areas are Regulations, Principles and Tools and Information Security.

Course Delivery Method Descriptions

Online: An online university model with a participant cohort and instructor support; students work on their own time but discuss and collaborate with others

Self-Paced: eLearning that exists without instructor guidance or feedback, participants work alone

Classroom: Live classroom classes offered at the NVTI training center in Dallas, TX
